The removal of Loring was sought because of his decision returning Anthony Burns to slavery. Loring was a commissioner under the Fugitive Slave Act, and hence responsible for determining the status and disposition of alleged fugitives. In addition, he was a Massachusetts probate judge. "Anthony Burns, an alleged fugitive, was arrested in Boston in June, 1854...Loring issued the certificate of removal despite conflicting testimony on whether Burns was, in fact, the same man as the fugitive in question."
